AECOM is hiring a Senior Utility Engineer

Role Overview

This position supports the Transportation Investment Act (TIA) Program Management Team in advancing Georgia’s state transportation infrastructure. As a Senior Utility Engineer, you will lead utility coordination efforts across multiple regions, ensuring engineering deliverables align with project timelines and regulatory requirements. The role operates within a small, integrated team that functions alongside GDOT personnel, supporting a fully funded, long-term program driven by innovation and public accountability.

Key Responsibilities

  • Lead utility coordination for TIA-funded projects across Central Savannah River Area (CSRA), Heart of Georgia Altamaha (HOGA), and Southern Georgia (SOGA) regions
  • Oversee utility engineering tasks on diverse transportation projects, from planning through preconstruction phases
  • Review and validate utility plans at Concept, Preliminary, and Final stages, including Constructability Reviews
  • Manage the preparation and approval of utility submittals such as UAS, Work Plans, and PURP documentation
  • Support design consultants in developing scopes, cost estimates, and utility-related deliverables
  • Coordinate with utility owners and GDOT staff to secure required permits through GPAS (Utilities)
  • Conduct technical evaluations of permit applications and ensure compliance with state standards
  • Maintain a centralized tracking system for utility milestones and preconstruction deliverables
  • Facilitate monthly coordination meetings with internal and GDOT teams
  • Assist in resolving utility escalations during construction phases
  • Collaborate with the State SUE Office on subsurface utility engineering requirements
  • Review and approve utility agreements, prior rights, and property interest submissions
  • Provide utility certification ahead of project letting
  • Attend in-person coordination meetings including Concept Reviews, Local Government sessions, and Preconstruction Conferences

Qualifications

  • Proven experience managing utility coordination on state-level transportation projects
  • Working knowledge of utility permitting systems, particularly GPAS
  • Experience reviewing utility plans across multiple design phases
  • Background in maintaining utility tracking databases and managing deliverable schedules
  • Experience supporting or leading utility agreement execution and contract oversight
  • Strong collaboration skills with consultants, utility providers, and government stakeholders
  • Active participation in project review meetings and technical coordination sessions

Technical Environment

Proficiency with GPAS (Utilities), Subsurface Utility Engineering (SUE), Utility Accommodation Sheets (UAS), Work Plan documentation, utility cost estimating tools, and project tracking databases is essential. The role requires regular use of these systems to ensure compliance and timely delivery of utility components.

Work Environment

This is a hybrid position combining remote work with periodic site visits and in-person meetings across CSRA, HOGA, and SOGA regions. Travel is required to attend coordination sessions and project reviews within the designated TIA regions. The program emphasizes transparency, long-term planning, and collaborative execution with state partners.
