About the Role

As Senior Manager, Programs for MobileAid in Mozambique, you will lead the design, execution, and continuous improvement of initiatives that use mobile technology to deliver cash assistance at scale. Your focus will be on advancing remote enrollment and mobile-driven targeting systems to increase the speed, reach, and quality of aid delivery—particularly in emergency and urban settings.

Key Responsibilities

  • Oversee full-cycle program delivery, ensuring performance across quality, efficiency, cost, and recipient experience.
  • Develop and manage project plans, timelines, risk assessments, and coordination frameworks, proactively identifying and resolving obstacles.
  • Analyze operational data to inform decisions, track trends, and refine program models for better outcomes.
  • Strengthen systems related to fraud prevention, safeguarding, data privacy, and case management to ensure ethical and compliant operations.
  • Design and implement mobile-based targeting and enrollment solutions that enhance scalability and responsiveness.
  • Collaborate with internal teams—including Technology, Emergency Cash, and Programs—to adapt tools and processes based on field needs.
  • Test and refine new approaches to remote identification, enrollment, and risk detection to build organizational capacity.
  • Ensure data governance practices meet local legal standards and organizational policies.
  • Establish and maintain productive relationships with government agencies, telecom operators, regulators, and service providers.
  • Develop clear protocols for working with implementation partners to improve coordination and accountability.
  • Represent the organization in technical discussions to strengthen alignment and visibility of MobileAid initiatives.
  • Monitor program performance using operational and outcome metrics, identifying gaps and leading corrective actions.
  • Support reporting to government and donor stakeholders on progress and impact.
  • Lead, mentor, and develop program teams and cross-functional groups, fostering a culture of ownership, problem-solving, and recipient focus.
  • Supervise direct reports and partner teams, setting expectations, managing performance, and supporting professional growth.
  • Embody and promote organizational values in all aspects of work and team engagement.

Qualifications

  • Minimum of 7 years in roles requiring strong problem-solving, such as program management, operations leadership, consulting, or product delivery.
  • Proven ability to manage complex projects from start to finish, especially in uncertain or rapidly changing environments.
  • Experience building and managing relationships with diverse stakeholders and negotiating delivery-focused agreements.
  • Strong communication skills, with the ability to turn technical data into clear, actionable plans for varied audiences.
  • Skilled in using data and metrics to identify issues and guide improvements.
  • Adaptable and motivated in fast-moving contexts that require experimentation and learning on the job.
  • Demonstrated judgment, integrity, and responsibility—particularly when balancing urgency with risk in sensitive settings.
  • Professional proficiency in Portuguese is required.

Preferred Experience

  • Work with mobile network operators, mobile money platforms, or data privacy and governance systems.
  • Background in humanitarian response or social protection programs.
  • Familiarity with Salesforce, Tableau, or similar data management and visualization tools.

This role is based in Mozambique, with a flexible work structure that emphasizes ownership and team support.
