Position Overview
Resolve to Save Lives seeks a Senior Advisor to lead its global health tax policy and implementation efforts, with a primary focus on advancing effective taxation strategies for tobacco, alcohol, and unhealthy foods. This role plays a central part in shaping technical direction, supporting country programs, and strengthening tax systems to improve public health outcomes.
Key Responsibilities
- Provide technical leadership and quality oversight for health tax initiatives, with current emphasis on Zambia, ensuring alignment with global standards and program goals
- Guide the design and implementation of excise tax policies, including rate structures, indexation mechanisms, and product classifications
- Lead efforts to strengthen tax administration, enforcement capacity, and regulatory oversight, particularly within revenue and health authorities
- Develop and improve compliance systems, including tax stamp programs and track-and-trace frameworks, to reduce illicit trade and revenue leakage
- Identify and support closure of legal and administrative gaps in tax legislation and enforcement practices
- Review draft laws, regulations, and monitoring tools in coordination with government and legal experts
- Oversee economic modeling to inform tax policy decisions, including rate setting, sequencing, and political feasibility
- Analyze the return on investment, health impacts, and economic benefits of health taxation reforms
- Evaluate how earmarked revenues can support primary health care, prevention, and treatment programs
- Collaborate with economists and analysts to ensure methodological rigor and translate findings into actionable insights
- Communicate results effectively to policymakers, donors, and technical partners through clear, evidence-based messaging
- Support fundraising by contributing to concept notes, proposals, and donor discussions
- Represent the organization in engagements with governments, multilateral agencies, civil society, and technical networks
- Build and maintain strategic relationships with key stakeholders at global and country levels
- Lead political economy assessments and country scoping exercises to inform engagement strategies
- Supervise consultants, set priorities, and ensure timely delivery of high-quality outputs
- Collaborate across internal teams to integrate tax policy with broader public health and legal initiatives
- Document lessons learned and develop tools, guidance, and knowledge products to strengthen institutional capacity
Required Qualifications
- Proven track record in tax policy, administration, and enforcement within low- or middle-income countries
- Advanced technical knowledge of tax systems, particularly excise taxation and revenue governance
- Experience in global health or development policy, with demonstrated understanding of public health financing
- Experience navigating complex political environments and engaging with government and industry stakeholders
- Ability to lead technically rigorous, operationally sound policy initiatives from design to implementation
- Strong leadership skills with experience supervising teams and external partners
