Responsibilities

  • Acts as lead proposal manager supporting business growth within the environmental sector and regional operations.
  • Collaborates with business development and operational teams to advance pursuit initiatives.
  • Leads responses to client requests including RFIs, RFQs, and RFPs using standardized processes to meet deadlines and compliance requirements.
  • Produces print, digital, and oral proposal deliverables to meet client submission standards.
  • Conducts market and competitive analysis using data tools to inform proposal and strategic planning.
  • Organizes and leads strategy workshops to define and refine win themes in collaboration with capture leads.
  • Reviews post-submission debriefs and integrates insights to improve future proposal effectiveness.
  • Develops comprehensive proposal outlines, compliance matrices, and initial draft content, adapting quickly to shifting requirements.
  • Authors key proposal components such as cover letters, executive summaries, past performance narratives, management plans, and staffing resumes.
  • Provides structured writing guidance and annotated outlines to technical contributors.
  • Engages in Go/No-Go decisions, capture planning, and greenlight reviews, ensuring alignment with approval protocols.
  • Leads color team reviews for assigned pursuits and applies lessons learned to refine strategy.
  • Serves as reviewer on high-priority proposals led by others, contributing institutional knowledge.
  • Ensures all proposal outputs meet quality, accuracy, and compliance standards.
  • Supports post-submission debriefs and collects client feedback to drive continuous improvement.
  • Manages filing of proposals and project records in secure digital repositories and CRM systems.
  • Maintains awareness of recent submissions and project summaries across the organization.
  • Understands key IDIQ contracts and maintains relationships with relevant contract and project managers.
  • May engage in strategic planning by analyzing market trends, customer needs, and competitive landscape to shape pursuit strategies.
  • May assist in designing and delivering internal training on proposal processes, tools, and best practices.
  • May manage cross-functional projects as directed by senior marketing leadership.
