The Policy, Advocacy and Communications Coordinator serves as a strategic advisor to the Country Director and Senior Management Team in Ukraine, guiding the design and execution of integrated strategies across policy, advocacy, and communications. This position ensures that programming insights directly inform high-level decision-making and external engagement, aligning national efforts with regional and global priorities.
Key Responsibilities
- Lead the development and implementation of the country-specific Policy, Advocacy and Communications (PAC) Strategy in coordination with senior leadership and regional advisors.
- Develop evidence-based policy materials such as briefing notes, position papers, talking points, and advocacy reports for diverse audiences including donors, diplomats, and government representatives.
- Contribute to programmatic reporting, particularly the Monthly Protection Monitoring Reports, by providing contextual analysis and ensuring adherence to messaging safeguards.
- Engage regularly with local stakeholders, including UN agencies, donor missions, peer NGOs, and government entities, to advance coordinated advocacy efforts.
- Support the cultivation of official relationships with national and regional authorities, contributing to bilateral dialogue.
- Monitor evolving humanitarian policies and media narratives related to Ukraine, synthesizing key developments for internal leadership and response teams.
- Provide strategic analysis and inputs for senior-level meetings, including donor briefings and coordination forums.
- Represent the organization in humanitarian coordination mechanisms, conferences, and advocacy events, or prepare senior staff for such engagements.
- Collaborate with national and international NGOs to shape unified advocacy positions in line with strategic priorities.
- Act as an authorized media spokesperson, ensuring client voices and field realities are central to public messaging.
- Oversee the PAC team’s budget, performance, and deliverables, ensuring timely and impactful outputs.
- Deliver targeted training and support to staff and partners to strengthen advocacy capacity and policy engagement.
Qualifications
Candidates should hold a bachelor’s degree in International Relations, Political Science, Law, Public Relations, or a related field, or possess equivalent professional experience. A minimum of five years of progressively responsible experience in policy and advocacy within complex humanitarian or post-crisis environments is required, with demonstrated ability to connect field data to policy influence. Strong analytical, writing, and diplomatic skills are essential, along with proven adaptability in fast-moving contexts. Experience working in Ukraine’s humanitarian response is preferred.
Work Environment
This role is based in Ukraine, primarily operating from Kyiv and extending to field offices in eastern and southeastern regions, including frontline areas. The position involves frequent coordination across dispersed teams and partners, requiring flexibility and resilience in dynamic conditions.
