About the Role
The Payroll and HR Specialist reports to the Director, Human Resources and operates under the daily supervision of the HR & Payroll Advisor. The role involves managing payroll for diverse employee groups, supporting HR inquiries, interpreting policies, delivering reports, and contributing to system and process improvements while maintaining confidentiality and collaboration within the HR team.
Responsibilities
- Handle diverse administrative tasks related to payroll, HR information systems, and human resources operations
- Serve as the primary contact for employee questions about payroll, benefits, and general HR matters
- Process payroll for various employee groups including non-appointed monthly, appointed and non-appointed bi-weekly staff across multiple union units and casual roles
- Act as a support resource for employees by offering guidance, investigating concerns, and resolving payroll and HR issues
- Organize and lead orientation sessions for newly appointed staff members
- Offer guidance on complex matters involving payroll processing and salary administration
- Interpret relevant HR policies, regulations, and legal requirements, consulting with advisors and central specialists when necessary
- Ensure proper handling of HR and payroll documentation, data entry, and data accuracy
- Generate and deliver precise HRIS reports upon request to senior leaders, finance personnel, and other stakeholders
- Contribute to HRIS initiatives focused on improving administrative workflows and HR analytics capabilities
- Collaborate effectively with team members while upholding strict confidentiality standards
- Identify and implement process enhancements to improve efficiency in payroll, pension, and benefits administration
- Carry out various office administrative duties in support of HR operations

YOUR OPPORTUNITY
- Reporting to the Director, Human Resources and supervised daily by the HR & Payroll Advisor, the specialist manages payroll, HRIS, and HR administrative functions.
- Serves as the first point of contact for payroll, benefits, and HR questions, managing payroll for multiple employee categories including CUPE 3902 Units 1, 3, 5, 7, USW, and non-union casual staff.
- Acts as an HR and payroll advisor, resolving issues and providing guidance to employees.
- Plans and delivers orientation programs for all appointed staff.
- Advises on complex payroll and salary matters and interprets HR policies and legislation, consulting specialists as needed.
- Manages HR and payroll records, ensures data integrity, and produces timely HRIS reports for leadership and finance teams.
- Participates in HRIS projects related to administrative improvements and analytics.
- Works collaboratively within the HR team, maintaining high standards of confidentiality and contributing to process optimization.
