About the Role
This position is responsible for evaluating and monitoring compliance with licensing rules for human service facilities and programs. The specialist will conduct site visits, review documentation, and communicate with providers to ensure adherence to state regulations.
Responsibilities
- Assess applications for licensing of human service programs
- Conduct on-site inspections to verify compliance with state standards
- Interpret and apply licensing regulations accurately
- Maintain accurate records of licensing actions and communications
- Respond to inquiries from providers and the public
- Collaborate with internal teams to resolve compliance issues
- Prepare and issue licensing decisions and notifications
- Monitor ongoing compliance through periodic reviews
- Provide technical assistance to program operators
- Document findings from investigations and site visits
- Support enforcement actions when standards are not met
- Ensure equitable treatment across all licensed programs
- Stay current with changes in licensing laws and policies
- Participate in interagency coordination efforts
- Assist in training for new staff and stakeholders
- Use agency systems to manage case files and data
- Communicate effectively with diverse populations
- Handle sensitive information with confidentiality
- Prioritize tasks to meet regulatory deadlines
- Support continuous improvement of licensing processes
- Engage with community partners when necessary
- Escalate critical compliance concerns appropriately
- Maintain bilingual communication in English and Spanish

Hybrid work model with on-site requirements in Portland and Tualatin
Team
Part of the regulatory compliance division within a state human services agency
Locations
This position is based in both Portland and Tualatin, requiring regular travel between the two locations. Candidates must be able to work in both offices as needed to support licensing operations across the region.
Bilingual Requirement
Fluency in both English and Spanish is required due to the need for direct communication with providers, families, and community members. Candidates will be assessed on language proficiency as part of the hiring process.
