Responsibilities
- Expand the construction engineering and inspection (CEI) market in Texas by securing new work and fulfilling project management responsibilities as required
- Focus on clients including TxDOT, toll road authorities, and regional mobility authorities, with potential work across other government agencies and private sectors
- Create a comprehensive, scalable business development strategy for CEI services in Texas
- Build and grow an internal CEI project team within the region
- Identify and establish partnerships with strategic allies and teaming opportunities in target markets
- Position the company strategically ahead of upcoming RFP releases
- Lead proposal development and client interview presentations
- Prepare and submit proposals and lead interview sessions in response to RFPs
- Support marketing initiatives and proposal creation across Texas CEI teams
- Maintain regular communication with TxDOT district offices and area engineers to identify future project needs
- Identify potential TxDOT selection committee members prior to RFP issuance
- Proactively identify emerging project opportunities and unmet client needs
- Attend industry events such as AGC conferences as necessary
- Develop and sustain a skilled workforce capable of delivering CEI projects and winning future contracts
- Ensure staff aggregate billability remains at or above 90%
- Achieve project key performance indicators with support from project controllers
- Ensure timely client invoicing through participation in biweekly status meetings
- Generate work authorizations for project execution
- Support negotiations on billing rates and other direct expenses
- Conduct project performance and safety reviews
- Deliver biannual performance briefings to clients on service delivery
- Perform project management duties for CEI contracts as needed
