Lead Polygraph Examiner – Port-au-Prince, Haiti

Role Summary

Oversee polygraph-based vetting initiatives for the Haitian National Police under a U.S. government contract. This position requires leadership in administering high-stakes credibility assessments, ensuring adherence to established protocols, and delivering reliable outcomes within a challenging operational environment.

Key Responsibilities

  • Direct the planning and execution of polygraph examinations for law enforcement personnel
  • Ensure all vetting activities meet contractual and regulatory standards
  • Collaborate with U.S. Embassy and INL representatives on program strategy and implementation
  • Evaluate the practicality of proposed testing timelines and resource needs in Haiti
  • Advise on policy adaptation for local conditions, including legal and cultural considerations
  • Operate effectively in regions with limited infrastructure and non-U.S. systems
  • Coordinate with embassy officials to resolve legal or procedural uncertainties
  • Supervise logistical and administrative aspects of polygraph operations

Required Qualifications

  • Minimum of eight years’ experience managing international polygraph programs
  • Graduate of an accredited polygraph training institution such as APA, NCCA, or equivalent
  • Completion of at least 500 NCCA-accredited LEPET examinations
  • Proven ability to conduct polygraph interviews using interpreters
  • Fluency in English, both spoken and written
  • Strong communication, interpersonal, and organizational abilities
  • No history of performance issues with INL or removal from U.S. government programs
  • Proficiency with Microsoft Office applications: Word, Excel, PowerPoint
  • U.S. citizenship required for security clearance and contract eligibility

Preferred Qualifications

  • Experience working in Caribbean or Latin American countries
  • Project Management Professional (PMP) certification
  • Ability to communicate in French or Haitian Creole

Work Environment

This is an on-site role based in Port-au-Prince, Haiti. Candidates must be prepared to work in a foreign setting with differing legal, cultural, and logistical frameworks.
