Responsibilities
- Manage system-level contracts covering CBTC signaling, SCADA, overhead electrification, mechanical and electrical systems, and rolling stock, following FIDIC Red and Yellow Book guidelines, including handling variations, time extensions, and inflation-based price adjustments linked to WPI or CPI indices
- Conduct commercial audits, forecast project cash flows, and certify running account bills; lead resolution of disputes through adjudication or Dispute Adjudication Board processes, particularly for major claims arising from signaling delays or supply chain issues
- Negotiate interim payment certifications, release retention amounts, and manage performance bank guarantees; monitor and enforce liquidated damages for missed milestones such as SAT or RSC
- Oversee contract management from award phase through to financial closure, proactively addressing risks from currency fluctuations, supply chain interruptions, and interface conflicts
- Lead assessment and resolution of contractor claims including time extensions, cost impacts, disruption, force majeure, and unforeseen site conditions; establish entitlements and negotiate settlements
- Develop defense strategies, draft position papers, support dispute resolution forums including arbitration, and collaborate with legal advisors when required
- Maintain updated risk registers, implement early warning systems, and create mitigation plans focused on schedule delays, cost overruns, and interface challenges in system integration and brownfield environments
- Collaborate with system engineers, interface coordinators, and design teams to define clear contractual responsibilities and acceptance criteria for depot integration, rolling stock interoperability, traction power coordination, telecom and SCADA data frameworks, cybersecurity protocols, and station systems
- Ensure contractual alignment of testing, commissioning, performance validation, and achievement of reliability, availability, and maintainability (RAM) metrics, along with delivery of spare parts and technical tools documentation
- Enforce transparent and auditable contract processes, including conflict-of-interest disclosures, bid confidentiality, anti-corruption measures, and compliance with public procurement standards, ensuring full traceability of decisions and records
