Lead the human capital strategy for a growing organization dedicated to community well-being and permanent supportive housing. Reporting directly to the CEO and serving on the Executive Leadership Team, this role is central to shaping how the organization supports its workforce of over 200 employees across San Francisco.
Strategic Leadership
Partner with executive leadership to align people strategy with organizational goals. Guide long-term planning in talent development, leadership succession, and workforce design. Present key insights on staff engagement, performance metrics, and cultural initiatives to the Board of Directors.
Labor and Employee Relations
Direct labor relations strategy, including collective bargaining agreement oversight and negotiations in partnership with legal counsel. Advise senior leaders on grievance resolution, investigations, disciplinary actions, and compliance with federal, state, and local employment laws. Manage union interactions with fairness and consistency.
Organizational Culture & Development
Design and lead programs that strengthen workplace culture, accountability, and mission alignment. Build frameworks that support staff retention, professional growth, and inclusive communication. Drive change management during periods of expansion or structural transition.
HR Operations & Compliance
Oversee all aspects of human resources, including recruitment, onboarding, performance management, compensation, benefits, and HR systems. Supervise a team of HR professionals and ensure efficient, compliant administration across the employee lifecycle. Manage the HR budget and collaborate with Finance on payroll governance and benefits strategy.
Qualifications & Experience
- Bachelor’s degree in Human Resources, Organizational Development, Business Administration, or related field
- Minimum of 10 years of progressive HR leadership experience, with at least 7 years managing professional staff
- Proven background in unionized environments and deep knowledge of California employment law
- Experience leading organizational change and workforce planning
- Proficiency with HRIS platforms and Microsoft Office tools
Preferred Background
- Experience in nonprofit, social services, or supportive housing sectors
- Advanced degree in HR, Public Administration, or related field
- Professional HR certification (SHRM-SCP or SPHR)
- Experience supporting organizations with 150+ employees
- Fluency in Spanish, Cantonese, Mandarin, or Vietnamese
Work Environment
