Responsibilities
- Lead civil due diligence for greenfield and conversion sites: topography, drainage, utilities, soils, floodplain, and environmental constraints
- Review traffic impact studies and offsite infrastructure requirements; flag civil cost and schedule risks during site selection
- Direct geotechnical investigations, scope RFPs, review boring programs, interpret reports, and assign design actions
- Assess site suitability for large-scale grading, infrastructure, and stormwater management
- Identify fatal flaws and quantify civil cost risks during site selection
- Develop and maintain civil basis of design, master specifications, and standard drawings for FluidStack’s campus portfolio
- Manage external civil consultants from schematic through IFC and review deliverables, enforce standards, and track design quality
- Establish grading strategies, earthwork balance, and cut/fill sequences for large-scale campus developments
- Structure phased delivery including early work packages (mass grading, site utilities, early enablement) to accelerate critical path
- Coordinate site utility routing: water, sewer, storm, and medium-voltage underground infrastructure, including offsite tie-ins and roadway improvements
- Integrate civil scope with structural, MEP, fiber, and architectural design teams
- Lead civil permitting strategy across jurisdictions: land disturbance, NPDES/SWPPP, floodplain (CLOMR/LOMR), environmental, and utility permits
- Coordinate with state and local agencies, drainage authorities, and utility providers
- Manage permit schedules as part of overall project critical path
- Monitor regulatory risk including wetlands, 100-year floodplain, karst, expansive soils, and develop mitigation strategies
- Review contractor submittals, RFIs, and field conditions for civil scope
- Conduct periodic site visits and document civil construction quality and compliance
- Manage design changes and change order scope for civil work
- Coordinate civil closeout, as-builts, and acceptance with local authorities
Requirements
- B.S. in Civil Engineering or equivalent discipline
- 5+ years of civil engineering experience
- Professional Engineer (PE) license, or active pursuit with expected licensure within 12 months
- Working knowledge of grading, earthwork, stormwater management, and site utility design
- Familiarity with NPDES permitting, floodplain regulations (FEMA/CLOMR/LOMR), and land disturbance permitting
- Proficient in AutoCAD Civil 3D; familiarity with GIS tools
- Willingness to travel to project sites across the US (estimated 20–30%)
Nice to Have
- Experience in hyperscale data center, large-scale industrial, or energy infrastructure development
- Familiarity with FM Global site civil requirements
- Geotechnical evaluation experience (coordination and interpretation)
- Experience with expansive clay soils, karst geology, or high water table site conditions
- Exposure to MISO/utility interconnection land and civil coordination
- Owner/developer-side experience (vs. pure consultant or EPC)
