About the Role
This position leads the development and execution of procurement policies and practices, ensuring alignment with state regulations and organizational goals while supporting efficient and equitable acquisition of goods and services.
Responsibilities
- Direct the planning and implementation of statewide procurement initiatives
- Oversee contract development, negotiation, and vendor management processes
- Ensure adherence to legal, regulatory, and ethical procurement standards
- Lead procurement staff in achieving operational efficiency and accountability
- Develop procurement strategies that support equity, sustainability, and cost-effectiveness
- Collaborate with agency leaders to align purchasing with program needs
- Manage high-value and complex procurement projects across diverse service areas
- Evaluate procurement performance using data-driven metrics and reporting
- Provide expert guidance on procurement laws and administrative rules
- Support emergency and disaster-related acquisition efforts when required
- Promote transparency and public trust in purchasing decisions
- Ensure small and minority-owned businesses are included in procurement opportunities
- Maintain procurement documentation and audit readiness
- Train staff on procurement policies and system updates
- Streamline procurement workflows using technology and process improvements
- Coordinate with legal and finance teams on contractual agreements
- Respond to inquiries from oversight bodies and stakeholders
- Lead special projects related to supply chain resilience
- Monitor market trends to inform sourcing decisions
- Foster vendor relationships while maintaining competitive bidding integrity
- Ensure compliance with accessibility and environmental standards in procurement
- Support interagency procurement collaborations
- Manage procurement risks and implement mitigation strategies
- Oversee the evaluation of vendor proposals and selection processes
- Ensure continuity of operations during procurement transitions
