About the Role

The CASH Transfers Lead will guide the technical direction of cash and voucher assistance under a national education initiative, focusing on girls and children with disabilities in fragile and conflict-affected regions. This role ensures effective, ethical, and adaptive delivery of financial support through rigorous planning, risk management, and stakeholder coordination.

What You'll Do

  • Lead the end-to-end design and rollout of cash transfer systems across South Sudan, ensuring timely, secure, and inclusive disbursements
  • Develop targeting frameworks using standardized disability screening tools and integrate findings into beneficiary selection
  • Design delivery models that adapt to disruptions such as school closures, displacement, or climate events
  • Test and scale innovative payment methods, including mobile money and biometric verification systems
  • Coordinate with national and state-level education authorities, financial institutions, and protection networks to align implementation
  • Establish fraud prevention, market monitoring, and safeguarding protocols to minimize risks
  • Train field teams, payment agents, and school committees on financial controls and protection standards
  • Collaborate with donors and government bodies to align cash programming with broader social protection goals
  • Produce technical reports and performance updates for key stakeholders
  • Oversee post-distribution monitoring to assess impact, usage patterns, and unintended consequences
  • Implement feedback mechanisms that empower beneficiaries and improve accountability

Requirements

  • Master’s degree in International Development, Economics, Social Protection, Public Administration, or related field
  • 8–10 years of program management experience, with at least five in fragile or conflict-affected settings
  • Proven leadership in managing high-volume cash transfer operations
  • Technical familiarity with digital payment platforms, mobile money, and biometric identification systems
  • Experience in education-focused programming and understanding of how cash impacts school access
  • Strong grasp of fiduciary controls, anti-fraud strategies, and value-for-money principles
  • Background in inclusive targeting, particularly for persons with disabilities
  • Experience engaging with government ministries and multi-donor coordination mechanisms
  • Fluency in English, with strong writing and presentation abilities
  • Demonstrated skill in negotiation and relationship-building with local institutions and technical partners
