Oregon Department of Human Services is hiring an Adult Foster Home Licensor (Compliance Specialist 2)

About the Role

The position is responsible for reviewing applications, conducting inspections, and ensuring compliance with licensing standards for adult foster care facilities. The specialist investigates complaints, provides technical guidance, and enforces corrective actions when necessary.

Responsibilities

  • Evaluate applications for adult foster home licensure
  • Conduct on-site inspections of care facilities
  • Verify adherence to state health and safety regulations
  • Review facility policies and operational procedures
  • Investigate complaints from residents, families, or staff
  • Document findings from compliance reviews
  • Identify deficiencies and recommend corrective measures
  • Follow up on enforcement actions
  • Maintain accurate records of licensing and inspections
  • Communicate with facility administrators and staff
  • Interpret regulatory requirements for providers
  • Assist in updating licensing guidelines
  • Coordinate with other regulatory agencies
  • Support unannounced site visits
  • Ensure proper staffing and training standards are met
  • Review emergency preparedness plans
  • Monitor resident care practices
  • Enforce resident rights protections
  • Conduct interviews with residents and caregivers
  • Prepare reports for internal and external stakeholders
  • Respond to information requests from oversight bodies
  • Participate in policy development discussions
  • Attend interagency meetings
  • Provide training on compliance expectations
  • Support continuous quality improvement initiatives

Work Environment

  • Field-based role requiring regular travel to adult foster homes

Physical Requirements

  • Ability to walk through facilities of varying sizes and conditions
  • Frequent sitting and standing during inspections
  • Lifting up to 20 pounds occasionally
